Mr. Masker has experience in the areas of site and civil engineering inspection, roadway design, sign & pavement markings, site design, stormwater management and drainage system analysis and design, and site design for a variety of development projects.
Liberty Subdivision – 1900-unit residential master-planned community in north Panama City. Environmental permitting coordination with endangered species present, wetland impacts, and FEMA flood zones. Master Utility and Stormwater planning, engineering, and construction observation.

Recent Project Inspection Experience:
City of Panama City Beach – Capital Improvement Plan for Roadways
Engineering team member assisting with the inspection of all City of Panama City Beach maintained roadways as a sub-consultant to ZHA, Inc. Responsibilities included performing field inspections of the City maintained roadways for rutting, raveling, cracking, patching, ride rating, and drainage/erosional issues and preparing field reports and grading of the roadways inspected as well as safety concerns. The existing sidewalk conditions were also inspected to ensure there were no hazardous conditions for pedestrians.
North Lagoon Drive, Bay County, Florida
Engineering team member for the approximate 0.36-mile reconstruction and shared-use path for North Lagoon Drive from N. Thomas Drive to Joan Avenue. Responsibilities included inspecting the constructed shared-use path for compliance with ADA and FDOT standards. Project highlights include drainage improvements and roadway improvements.
J.R. Arnold High School Pavement Assessment and Pavement Marking Plan, Bay County, Florida
This project consisted of assessing the existing pavement conditions of the School’s Parking Lots and Roadways and creating an overall conditions report. Mr. Masker served as an engineering team member for pavement marking plans as well as an inspector during construction. Project highlights include pavement restoration and the reconstruction of an existing bus lane.
State Road 71 from White City Bridge to Pine Street, FDOT District 3, Gulf County, Florida
Engineering Team member for the 15.6-mile Resurfacing project in Gulf County. Responsible for inspection and inventory of signing and pavement markings. Project highlights include the resurfacing of existing travel lanes and shoulders.
